Indonesia has established mandatory halal requirements for products entering, circulating and being traded in the Indonesian market. Administered by the Halal Product Assurance Agency (BPJPH), the requirements are being implemented in phases across a broad range of product categories, covering domestic and imported products.

Through the Halal Product Assurance System (SJPH), companies manage halal responsibilities, materials, ingredients and their documentation, production processes and related SOPs, product requirements and traceability, and ongoing monitoring and evaluation as part of their regular operations. Indonesia Halal Certification
Indonesia’s halal certification process is managed by BPJPH through the SIHALAL system under Law No. 33 of 2014 concerning Halal Product Assurance and Government Regulation No. 42 of 2024.
The certification process involves:
- BPJPH (Halal Product Assurance Agency) – the government authority responsible for halal certification and certificate issuance.
- LPH (Halal Examination Agency) – an authorised body responsible for halal examination, audit and testing where required.
- MUI (Indonesian Ulema Council) – responsible for halal determination through the fatwa process.

Product Scope
Indonesia’s halal requirements cover a broad range of products and services, including:

The applicable requirements depend on the product category, materials or ingredients, production process and certification route.
Halal Certification for Overseas Manufacturers
The halal certification requirement also applies to products manufactured outside Indonesia.
Depending on the product and available recognition arrangements, overseas manufacturers may follow one of two routes:
Certification through a Foreign Halal Certification Body
A foreign halal certificate may be used where the certification body has a valid Mutual Recognition Agreement (MRA) with BPJPH and its recognised scope covers the relevant product category. The foreign halal certificate must also be registered through SIHALAL.
Certification through BPJPH in Indonesia
Where an applicable recognised foreign halal certification route is not available, halal certification may be processed directly through Indonesia’s BPJPH system.
